The Government of Ethiopia has declared developing capacity one of its main objectives. It formalized this commitment in 2001 by establishing the Ministry of Capacity Building (MoCB), the only country in the world to have such a ministry.
The MoCB is a crosscutting ministry which, in addition to its own programs, works with other ministries- from the Ministry of Finance to the Ministry of Trade and Industry to the Ministry of Education- to enhance and accelerate those ministries’ capacity development efforts. The MoCB also focuses on private sector support and decentralizing the capacity development process to the regions.
As one of the ministries funding and guiding the UCBP, the Ministry of Capacity Building is targeting Ethiopia’s construction sector. This effort is part of the Construction Sector Capacity Building Program (CSCBP), a wider government initiative aimed at establishing participatory, results-oriented, good practice approaches as construction norms in Ethiopia.
In the CSCBP, tangible projects like the UCBP are carried out in a decentralized and efficient manner. In the process of construction, the participating construction sector companies will receive capacity building and training to adapt to new internationally tested and proven practices.
