To help students become problem solving professionals, the Ministry of Education is introducing research-oriented curricula at diploma, first degree, and graduate levels. The Ministry is also integrating courses in civics, ethics, communication skills, and entrepreneurship as well as encouraging enrollment in graduate academic programs to increase the supply of academic staff. Programs such as Distance Education, on the job training, and Continuous Education have also been adopted.

Support agencies to the Ministry of Education have been established to assess the overall quality of higher education in Ethiopia. These agencies include:
Education Quality Improvement Program (EQUP)
Leadership and Management and Development Program (LMDP)
In addition, educational resource centers that encourage instructional innovation and support less experienced lecturers have been launched.
